The American Bar Assn., calling alcohol and drug abuse among young people a “serious national crisis,” urged sweeping legal changes--among them that 21 be the minimum drinking age nationwide. The ABA’s policy-making House of Delegates, which represents about 350,000 of the nation’s 650,000 lawyers, voted overwhelmingly in Washington to adopt the resolution urging 21 as the minimum age. About half the states now outlaw alcoholic beverages for people under 21.
