India Appoints Envoy

NEW DELHI —
India on Monday appointed a senior diplomat as its new ambassador to Afghanistan. Inder Pal Khosla, presently the Indian high commissioner in Bangladesh, was named to succeed J.N. Dixit, a former Foreign Ministry spokesman who has been appointed high commissioner, or ambassador, in Sri Lanka.
