Nuclear Arms Talks Adjourned

GENEVA —
The superpower nuclear arms talks adjourned today until Sept. 19, with chief U.S. negotiator Max M. Kampelman offering an upbeat assessment and his Soviet counterpart, Viktor P. Karpov, saying there had been no progress in the second round.
Karpov said, “There has been no progress. None,” adding that any progress in the next round “depends upon the other (U.S.) side.” But Kampelman said, “We do note a greater emphasis on dialogue and a lesser emphasis on polemics.” He did not answer questions.
