The Education Ministry says the country’s universities have had 3,877 incidents of student unrest since plainclothes police were withdrawn from campuses in March, 1984.

A policy paper released Tuesday said more than 985,000 students were involved in the protest actions against the government of President Chun Doo Hwan, and 3,657 were arrested.

In the last four months, the report said, 2,026 policemen were injured in clashes with student demonstrators, four police vehicles were burned and 29 police substations were attacked. The paper called for stronger measures to control the unrest.
