Reagan Appoints 3

WASHINGTON —
President Reagan on Wednesday named three new members, including two Southern Californians, to the National Selective Service Appeals Board.
The new chairman will be Frank De Balogh, 43, a USC professor. The other two members are Guadalupe Hinckle, 69, a Los Angeles community activist, and Julius Belso, 66, of New Brunswick, N.J.
