Gov. George Deukmejian has appointed Craig Brown of Citrus Heights to the newly created $63,000-a-year job of chief deputy director of the Department of Youth Authority. Since 1983, Brown, 38, has been a deputy secretary for the Youth and Adult Correctional Agency. He was the principal program analyst for the legislative analyst from 1974 to 1978. The appointment is not subject to Senate confirmation.
