Uganda’s new military ruler today named a nine-man governing council that immediately warned former dictator Idi Amin to stay away and called for the return of deposed President Milton Obote, who fled to Kenya, to stand trial.

Lt. Gen. Tito Okello, new ruler of the East African nation, named a guerrilla leader to the nine-man governing council in a bid to attract support for the new military junta. The rebels immediately rejected the government and vowed to continue the war.
