Small businesses that generate limited amounts of hazardous waste would be required to dispose of the substances at federally authorized sites under regulations proposed by the Reagan Administration. “For the first time, generators of small quantities of waste will be brought under federal hazardous waste management controls,” said Environmental Protection Agency Administrator Lee M. Thomas. Under the plan, which would take effect next year, an estimated 175,000 small businesses--including laundries, dry cleaners, printers, service stations, clinical laboratories and textile manufacturers--would be required to meet strict requirements for disposing of hazardous materials.
