A reporter for the Christian Science Monitor, returning to the Soviet Union from an assignment in Finland, was detained for three hours and had his notebooks seized by KGB agents, the State Department said today.

The State Department said the incident was contrary to the Helsinki Agreement and urged the Soviet government to return Gary Thatcher’s property. Spokesman Bernard Kalb said a protest had been registered in Moscow by the U.S. Embassy. Thatcher had been in Helsinki covering ceremonies marking the 10th anniversary of the 1975 agreement signed by the Soviet Union, the United States and 33 other countries calling for freer movement of people and ideas between East and West in Europe.
