Soviet authorities permitted 174 Jews to emigrate in July, the highest total in 2 1/2 years, according to the agency that helps them resettle. A spokesman for the Intergovernmental Committee for Migration said 68 of the emigres went to Israel and the rest to Italy, where the committee will arrange their resettlement in other countries. The monthly total was the largest since December, 1982, when 176 Jews were allowed to leave.
