Key Soviet Officer in East Germany Named

EAST BERLIN —
The new second-in-command of Soviet forces in East Germany is Gen. Nikolai Moiseyev, formerly propaganda officer near the Soviet border with Afghanistan, the East German government said Wednesday.
A report by the official East German news agency ADN referred to Moiseyev as the new head of the Soviet forces’ political directorate, effectively making him No. 2 in command. The 400,000 Soviet troops in East Germany are commanded by Gen. Pyotr Lushev.
