A judge in Decatur, Ga., ordered the controversial “Presidential Parkway” to the Jimmy Carter Library abandoned, saying Atlanta had no right to give parts of parks designed by a renowned architect to the state for the road. The ruling by DeKalb County Superior Court Judge Clarence Seeliger voided a deed conveying the park land to the state for the 2 1/2-mile road linking downtown Atlanta to Carter’s presidential library.
