A national survey by Southwest State University in Marshall Minn., showed that the major concerns about next year are higher taxes and interest rates. Government regulations and red tape were next. A survey, with 60% of 5,000 small businesses responding, showed that most expect limited wage increases, lower or stable prices and the creation of few additional jobs in 1986.
