Nicaragua opened its case against the United States today in the International Court of Justice but no U.S. officials were present to hear the charges that Washington tried to undermine Nicaragua by “military and paramilitary” means.

“Today we face empty seats on the side of the respondent state,” said Nicaragua’s chief representative, Carlos Arguello. Nicaragua filed suit in April 9, 1984, following revelations that the CIA directed the mining of Nicaragua’s three main harbors to stop what it said were Nicaraguan shipments of arms to leftist guerrillas fighting El Salvador’s government.
