Governor Bills Signed:

Morality in the Schools: Requires school books in grades one through eight, when appropriate, to be designed to impress on the minds of students the principles of morality, truth, justice and patriotism (AB 191) by Assemblyman Bill Leonard (R-Redlands).

Japanese: Repeals a 42-year-old state law used to fire state employees of Japanese ancestry during World War II, after the attack on Pearl Harbor (AB 198) by Assemblyman Phillip Isenberg (D-Sacramento). “It is long overdue that we remove this shameful legacy of mistrust and misunderstanding that was, in effect, a tool for discrimination and mistreatment,” Gov. George Deukmejian said.

Methane Gas: Calls for a study of abandoned oil and gas wells in Los Angeles to find which have accumulated methane gas and to recommend how to remove it (SB 1458) by Senate President Pro Tem David A. Roberti (D-Los Angeles). The legislation was sparked by a March incident in the Fairfax District in which 22 people were injured because of a well leak explosion.

Credit Cards: Prohibits retailers from imposing surcharges on consumer credit card purchases (SB 848) by Sen. Herschel Rosenthal (D-Los Angeles). Bills Vetoed:

Ethics in the Schools: Would have initiated a $500,000 pilot ethics and civic values teaching program in selected school districts (SB 69) by Sen. Robert Presley (D-Riverside). The governor said the same objective would be accomplished by AB 191, which he signed into law.
