The Reagan Administration is donating $10 million to family planning programs in developing countries instead of to the United Nations Fund for Population Activities, for which it was originally earmarked. The Agency for International Development said it was withholding the $10 million from the U.N. agency because it had determined that the agency participates in China’s one-child-per-family program, which some people have alleged includes forced abortions. China has denied the allegations.
