The Senate Governmental Affairs Committee unanimously approved the nomination of James C. Miller III for budget director today and sent his name to the Senate for confirmation.

Miller, now head of the Federal Trade Commission, was selected by President Reagan to replace David Stockman as director of the Office of Management and Budget.

Miller, 43, formerly headed OMB’s regulatory subdivision that has come under fire for what senators say are attempts to centralize power in the executive branch and sidetrack proposed health and safety rules. Although he was questioned closely about that issue in his confirmation hearing Tuesday, the issue is not expected to hamper his approval.
