The NBA Players Assn. unanimously approved a plan to certify player agents, effective Nov. 1.

At a meeting in Chicago, a player representative from each team decided to join NFL players in certifying qualified agents. California has a law requiring agent registration, and similar laws in Oklahoma and Texas will take effect Oct. 1.

The NBA agents’ plan calls for a maximum fee of 4% of a contract.
