Nearly 200 teaching assistants accused the University of California of unfair labor practices in a complaint to the state Public Employment Relations Board, which is expected to decide whether the Assn. of Graduate Student Employees has the right to bargain with the university. Ross Frank of the student group said that the charges were filed to force a board hearing on a job reclassification plan that, in effect, demotes some teaching assistants.
