The North Atlantic Treaty Organization’s secretary general, Lord Carrington, met in Washington with President Reagan and said that the new Soviet position on arms reduction is “very welcome” but that he expects U.S.-Soviet talks to take a long time. Carrington, referring to the Soviet offer last week to cut nuclear arms 50% if the United States abandons the “Star Wars” defense initiative, said it has been “a very long time since there have been any concrete proposals” in such detail from Moscow.
