President Reagan plans to nominate former New York Sen. James L. Buckley and another prominent conservative, Michael J. Horowitz, to the U.S. Court of Appeals in Washington, the Washington Post reported. The newspaper said the expected nominations of Buckley and Horowitz, general counsel of the White House Office of Management and Budget, would end more than two decades of liberal domination of the appeals court.
