Soviets, Libya Sign Agreement

The Soviet Union and Libya signed a long-term cooperation agreement today that fell short of what Western diplomats had predicted would result from Col. Moammar Kadafi’s visit to Moscow.

“I don’t think it’s been a very successful trip for him,” a Western diplomat said. It’s just the sort of agreement the Soviet Union has with all friendly Third World countries.” The official announcement from the Tass news agency said Kadafi and Soviet leader Mikhail S. Gorbachev signed “a long-term program for the development of economic, scientific-technical and trade cooperation.”
