President Reagan has sent Sen. Paul Laxalt (R-Nev. to Manila to speak with Philippine President Ferdinand E. Marcos in the wake of reports of a worsening security situation, the White House said. A presidential spokesman declined to give the purpose of the mission, but the Washington Times said it was to express concern over threats to U.S. interests there, which include two military bases. Marcos is confronted by a growing Communist insurgency.
