The idea that all people have economic rights, a contention at the heart of a proposed pastoral letter by America’s Roman Catholic bishops, is a “spurious notion” disdaining human freedom, former Treasury Secretary William E. Simon said. Simon served in the cabinets of Richard M. Nixon and Gerald R. Ford and now is a businessman and prominent conservative lay Catholic. Simon made his comments in a speech prepared for delivery at Notre Dame University in Indiana.
