President Reagan will nominate former Sen. James L. Buckley of New York as a judge of the U.S. Court of Appeals in Washington, the White House announced. The nomination of Buckley, president of Radio Free Europe and Radio Liberty, strengthens the conservative wing of the court, long considered one of the most liberal in the nation. Buckley, 62, was defeated in his bid for a second term in the Senate by Democrat Daniel Patrick Moynihan.
