House Democratic whips encouraged Speaker Thomas P. (Tip) O’Neill Jr. to remove President Reagan’s proposed tax overhaul from the House agenda to make room for legislation dealing with the budget and trade deficits. But O’Neill declared that it was still up to Rep. Dan Rostenkowski (D-Ill.), chairman of the Ways and Means Committee, to prepare a tax bill, and O’Neill said he would keep the House in session long enough this year to pass a bill if the committee could prepare one.
