Two Ventura County men have been arrested in the pipe-bomb explosion of a street corner mailbox in Ventura last month. Steven P. Hier and Gregory C. Lynch, both 20, were arrested by sheriff’s deputies on a tip. A sheriff’s spokesman said the Sept. 29 incident is not related to two recent pipe-bomb attacks on the homes of Ventura County narcotics officers. Those bombings followed threats by a group calling itself the “People’s Liberation Army.”
