Patrol cars reappeared on the streets of Colfax after the City Council hastily accepted an auto liability insurance policy under a program aimed primarily at high-risk motorists who have trouble getting insurance. Council members on Tuesday had grounded 15 city vehicles in their Sierra Nevada community northeast of Sacramento after learning the city’s policy had lapsed and other car insurance was not immediately available.
