Top official of the Soviet-led, seven-nation Warsaw pact opened a two-day summit in Sofia, Bulgaria, that included a report by Soviet Marshal Viktor G. Kulikov, commander of the pact’s forces. The closed summit was reported to be strongly influenced by preparations for te upcoming Geneva summit between president Reagan and Soviet leader Mikhail S. Gorbachev.
