The FCC changed rules on automatic redial phones.
The agency acted to curb misuse of the telephones, which it said can jam phone lines and delay calls for everyone. The Federal Communications Commission ruled that any new piece of automatic dialing equipment designed to be hooked to the phone network must quit calling after 15 successive attempts.
