U.S. chip firms won a round in a dumping case.

The International Trade Commission ruled that there is reason to believe that Intel, National Semiconductor and Advanced Micro Devices have been injured by semiconductors made by Japanese firms. The three firms’ joint anti-dumping petition now goes to the Commerce Department, which will decide whether the foreign chips are being sold here below cost. The case involves a type of device called an EPROM, or erasable programmable read-only memory, commonly used in computers and accessories. The government could impose duties on such chips if it rules they are being dumped.
