Tropical Storm Forms in Area of Puerto Rico

CORAL GABLES, Fla. —
A low-pressure system north of Puerto Rico developed into Tropical Storm Kate, the 11th named storm in the Atlantic hurricane season, the National Hurricane Center said Friday. The storm was packing winds of at least 39 m.p.h.
