Soviet Agriculture Minister Valentin K. Mesyats, 57, has been relieved of his post and appointed Communist Party chief of the Moscow region, succeeding Vasily I. Konotop, 69, who has retired, the official news agency Tass reported. Western agriculture experts said the move followed signs that the Soviet grain harvest would again fall well below the target and warnings from Kremlin leader Mikhail S. Gorbachev that major changes are needed in the agricultural sector.
