U.S. and Vietnamese experts assembled in Hanoi for the first joint excavation of an American warplane crash site, considered a breakthrough in the decade-long dispute over U.S. servicemen missing in action. Col. Joe Harvey, head of a four-man military mission that conducted talks on MIAs in Hanoi last week, said a seven-man U.S. team is scheduled to arrive with excavation equipment today.
