A judge in Portland, Ore., blocked a plan by Mayor Bud Clark to read aloud at a City Council meeting the names of nine men and six women arrested this month for offenses related to prostitution. Judge Charles S. Crookham issued a temporary restraining order Tuesday, barring the city from making such lists public. “The object is to clear the neighborhood streets of prostitutes,” Clark said. Attorney Janet L. Hoffman had argued that reading the names would violate sections of the Oregon and U.S. constitutions.
