A new sewage pumping plant will begin operating next March near Tijuana, the first step for Mexico to process its own waste, Mexican engineers said. For the time being, though, officials said Mexico will have to continue relying on San Diego to treat about 70% of Tijuana’s sewage. The first phase of the treatment plant is about four miles south of the border. Once the Mexican pumping station opens, cleanup work can begin on a recurrent sewage spill that led to the quarantine of Border Field State Park. The first two miles of the California border, including the wide beach at Border Field, have been closed to bathers since March 3, 1983. Later that year, Mexican sewage spills prompted 27 days of health quarantines that closed seven miles of beaches near San Diego at the height of the tourist season.
