Torrance : Cable TV Pact Reached

The City Council and Group W Cable have reached an agreement that will allow the council to serve as the board of directors for the Torrance Cable Foundation, which will administer funds and establish policies for community access programming.

In exchange for allowing the council to serve as the board--which was prohibited under the 1982 franchise agreement--the city will waive about $400,000 that Group W owes the foundation. Beginning in January, Group W will pay 3% of its annual gross revenues to the foundation. City staff estimates that amount at about $300,000 a year.

Warren Carter, city cable administrator, said the money will be used for equipment, staff and studio time.

A community advisory board will also be established to make recommendations to the City Council.
