The Postal Service lost $251.5 million in the fiscal year that ended in September, the postmaster general said today. But the loss was expected and no increase in postal rates is planned.

In fact, the loss is “a substantial improvement in performance over what was expected earlier this year,” Postmaster General Paul N. Carlin told the service’s board of governors. That projection had put possible losses at up to $500 million.
