Fountain Valley : Builder Will Offer New Plan for Town Houses

A Newport Beach investment firm has withdrawn its application to build a 180-unit affordable housing complex in Fountain Valley and will instead submit plans to build town houses at Brookhurst Street and Talbert Avenue, a company spokesman said.

San Diego Investment Associates had appealed to the City Council after the Planning Commission had rejected the firm’s Nov. 13 petition to rezone the property from commercial to permit construction of affordable housing.

The commission denied the application because of staff recommendations that the proposed apartment complex on 8.56 acres of land would have caused traffic congestion. Representatives from the Triburon Homeowners Assn. also opposed the complex because they said it would increase neighborhood traffic.

However, a report by a Costa Mesa engineering firm said the traffic impact would have been minor. “The added project traffic would have small impacts at the two key intersections during peak hours,” according to the report by Linscott, Law & Greenspan Inc.

A spokesman for San Diego Investment Associates said the firm now plans to submit an application after Jan. 1 to build 92 town houses on the site.
