President Reagan has promoted Donald R. Fortier to the No. 2 position on the National Security Council staff, the White House announced Tuesday.

Fortier succeeds John M. Poindexter, who was named last week to succeed Robert C. McFarlane as the national security adviser.

Fortier joined the NSC staff in 1982 as director for Western Europe and NATO. In 1983, he was appointed to the rank of deputy assistant to the President with responsibility for policy development.

From 1981 until joining the council staff, Fortier served as deputy director for policy planning at the State Department. Before that, he worked for five years as a staff member of the House Foreign Affairs Committee.
