Bowen Confirmed as Head of Health, Human Services

WASHINGTON —
The Senate voted 93 to 2 Thursday to confirm the nomination of former Indiana Gov. Otis R. Bowen as secretary of the Department of Health and Human Services. Sen. Jesse Helms (R-N.C.) and Sen. Jeff Bingaman (D-N.M.) voted against the nomination.
