The Administration is acting to revive a long-unused procedure by which a federal employee may be fired “in the interest of national security,” although civil libertarians warn that it could open the door to arbitrary dismissals. Andrew Feinstein, who directs the staff of the House civil service subcommittee, said that the Office of Personnel Management decided to return to the rule as Samuel Loring Morison was being tried for leaking classified information while a civilian intelligence analyst for the Navy. Morison could not be removed from his job until he was convicted in October.
