President Reagan, warning that the “true test” lies ahead, urged heads of government departments to stand fast in support of his efforts to cut spending after he submits his budget to Congress on Feb 3. “Preparing a budget is never an easy task, for it requires the balancing of competing priorities and the sacrificing of some goals in order that our overall agenda can go forward,” Reagan said in a memorandum.
