A two-month undercover investigation by the San Diego Police Department resulted in the arrest of three women on prostitution charges, police said Wednesday.

Cindy Charboneau, 28, of Spring Valley and Carol Murphey, 24, of El Cajon were arrested Tuesday afternoon at the Hillcrest Spa on 4th Avenue, where they were employed as “massage technicians,” San Diego Police Lt. Kraig Kessler said.

Kathleen Ila Delage, 34, of San Diego, also was arrested and charged with pimping, pandering and prostitution, Kessler said. Delage owns and and operates the business with another woman. Police say they have not linked the other woman to any illegal activity. But, Kessler said, “We’re looking into the entire operation of the Hillcrest Spa to see if there are any other people we should be looking into.”

Police launched their investigation after receiving reports two months ago alleging that the spa, which offers body massage, was being used as a house of prostitution, Kessler said. The business opened May 9, according to city records.

During the investigation, two officers were solicited twice. Police investigations will continue, Kessler said.

Charboneau is being held in the County Jail at Las Colinas in lieu of $3,000 bail. Murphey was released Tuesday night after posting $1,250 bail. Delage is being held in lieu of $43,000 bail.
