Energy Regulatory Panel Chairman to Step Down

WASHINGTON — Raymond J. O’Connor, citing personal and family reasons, resigned Wednesday as chairman of the Federal Energy Regulatory Commission, which oversees the natural gas, electric utility and oil pipeline industries.
