Former United Airlines pilot Charles Woods has been sworn in as a member of the National Mediation Board, which handles labor disputes in the airline and railroad industries. He had served for the past 10 years as head of the West Coast office of the Teamsters Union.
The appointment of Woods, who was confirmed by the Senate in December, marks the first time in 17 months that the board has had its full complement of three members.
