Avery International, Pasadena, appointed Richard J. Hartl group vice president in charge of the newly created specialty tapes and adhesives operating group. Separately, the company announced that William D. Fraher has been named vice president-Pacific Basin, a new post. He will oversee Avery’s ventures into Pacific Rim countries.
