Carbon Canyon Plan Readied: After months of planning and reviews, City Council members next week expect to receive a final plan for development of the Carbon Canyon area--a site viewed by its residents as a serene setting that they fear will be spoiled by possible future developments. During its meeting next Tuesday, the council is expected to review a plan that could become the blueprint for developments in the 1,800-acre area. Currently, Carbon Canyon has about 300 homes. Last summer, officials and residents agreed that a maximum of 2,521 homes be allowed in the area.
