Burkina Faso and Mali have agreed to withdraw their troops from a disputed border area over which they fought for five days at the end of December. But a statement issued after a meeting of eight West African heads of state in neighboring Ivory Coast left unanswered the question of who would administer the Agacher zone, a 100-by-18-mile area, pending a ruling by the World Court. Both countries have claimed the area since independence from France 25 years ago.
