Pacific Gas & Electric Co. reported that net income for the full year rose slightly from a year earlier while fourth-quarter profits were slightly lower. “We consider it a good year when we are able to reduce our overall rates to customers because of lower gas costs, continue to provide reliable services and keep earnings healthy for our stockholders,” said Frederick W. Mielke Jr., chairman and chief executive.
